Log into your WHM account and in the left navigation bar search for "Package", and select "Add a package":

                     whm




Specify your package name and set appropriate limits for disk space, bandwidth, emails, FTP users, databases and domains:

You likely want Shell Access disabled and CGI Access enabled as per the defaults. Once you have set everything, click the "Add" button.
